The response of ionization chambers made of graphite and air-equivalent material was measured in the X and gamma radiation energy range from 30 keV to 1250 keV. The energy independent response in the whole energy range was found for the air-equivalent ionization chambers with walls of 2 mm and 3 mm. The composition of the air-equivalent material was: 0.358 polystyrene +0.477 graphite +0.140 Al2O3 + 0.025 Al.
